Since the cognitive revolution, psychologists have developed formal theories of cognition by thinking about the mind as a computer. However, this metaphor is typically applied to individual minds. Humans rarely think alone; compared to other animals, humans are curiously dependent on stores of culturally transmitted skills and knowledge, and we are particularly good at collaborating with others. Rather than picturing the human mind as an isolated computer, we can imagine each mind as a node in a vast distributed system. Viewing (...) human cognition through the lens of distributed systems motivates new questions about how humans share computation, when it makes sense to do so, and how we can build institutions to facilitate collaboration. We propose a model of natural language inference which identifies valid inferences by their lexical and syntactic features, without full semantic interpretation. We extend past work in natural logic, which has focused on semantic containment and monotonicity, by incorporating both semantic exclusion and implicativity. Our model decomposes an inference problem into a sequence of atomic edits linking premise to hypothesis; predicts a lexical semantic relation for each edit; propagates these relations upward through a semantic composition tree according to properties of (...) intermediate nodes; and joins the resulting semantic relations across the edit sequence. A computational implementation of the model achieves 70% accuracy and 89% precision on the FraCaS test suite. Moreover, including this model as a component in an existing system yields significant performance gains on the Recognizing Textual Entailment challenge. (shrink)

This paper examines the role that population vulnerabilities play in insurance coverage for a representative sample of Latinos and Asians in the United States. Using data from the National Latino and Asian American Study (NLAAS), these analyses compare coverage differences among and within ethnic subgroups, across states and regions, among types of occupations, and among those with or without English language proficiency. Extensive differences exist in coverage between Latinos and Asians, with Latinos more likely to be uninsured. Potential explanations include (...) the type of occupations available to Latinos and Asians, reforms in immigration laws, length of time in the United States, and regional differences in safety-net coverage. This paper presents our work on textual inference and situates it within the context of the larger goals of machine reading. The textual inference task is to determine if the meaning of one text can be inferred from the meaning of another and from background knowledge. Our system generates semantic graphs as a representation of the meaning of a text. This paper presents new results for aligning pairs of semantic graphs, and proposes the application of natural logic to derive inference (...) decisions from those aligned pairs. We consider this work as first steps toward a system able to demonstrate broad-coverage text understanding and learning abilities. (shrink)

The INBIOSA project brings together a group of experts across many disciplines who believe that science requires a revolutionary transformative step in order to address many of the vexing challenges presented by the world. It is INBIOSA’s purpose to enable the focused collaboration of an interdisciplinary community of original thinkers. This paper sets out the case for support for this effort. The focus of the transformative research program proposal is biology-centric. We admit that biology to date has been more fact-oriented (...) and less theoretical than physics. However, the key leverageable idea is that careful extension of the science of living systems can be more effectively applied to some of our most vexing modern problems than the prevailing scheme, derived from abstractions in physics. While these have some universal application and demonstrate computational advantages, they are not theoretically mandated for the living. A new set of mathematical abstractions derived from biology can now be similarly extended. This is made possible by leveraging new formal tools to understand abstraction and enable computability. [The latter has a much expanded meaning in our context from the one known and used in computer science and biology today, that is "by rote algorithmic means", since it is not known if a living system is computable in this sense (Mossio et al., 2009).] Two major challenges constitute the effort. The first challenge is to design an original general system of abstractions within the biological domain. The initial issue is descriptive leading to the explanatory. There has not yet been a serious formal examination of the abstractions of the biological domain. What is used today is an amalgam; much is inherited from physics (via the bridging abstractions of chemistry) and there are many new abstractions from advances in mathematics (incentivized by the need for more capable computational analyses). Interspersed are abstractions, concepts and underlying assumptions “native” to biology and distinct from the mechanical language of physics and computation as we know them. A pressing agenda should be to single out the most concrete and at the same time the most fundamental process-units in biology and to recruit them into the descriptive domain. Therefore, the first challenge is to build a coherent formal system of abstractions and operations that is truly native to living systems. Nothing will be thrown away, but many common methods will be philosophically recast, just as in physics relativity subsumed and reinterpreted Newtonian mechanics. -/- This step is required because we need a comprehensible, formal system to apply in many domains. Emphasis should be placed on the distinction between multi-perspective analysis and synthesis and on what could be the basic terms or tools needed. The second challenge is relatively simple: the actual application of this set of biology-centric ways and means to cross-disciplinary problems. In its early stages, this will seem to be a “new science”. This White Paper sets out the case of continuing support of Information and Communication Technology (ICT) for transformative research in biology and information processing centered on paradigm changes in the epistemological, ontological, mathematical and computational bases of the science of living systems. Today, curiously, living systems cannot be said to be anything more than dissipative structures organized internally by genetic information. There is not anything substantially different from abiotic systems other than the empirical nature of their robustness. We believe that there are other new and unique properties and patterns comprehensible at this bio-logical level. The report lays out a fundamental set of approaches to articulate these properties and patterns, and is composed as follows. -/- Sections 1 through 4 (preamble, introduction, motivation and major biomathematical problems) are incipient. Section 5 describes the issues affecting Integral Biomathics and Section 6 -- the aspects of the Grand Challenge we face with this project. Section 7 contemplates the effort to formalize a General Theory of Living Systems (GTLS) from what we have today. The goal is to have a formal system, equivalent to that which exists in the physics community. Here we define how to perceive the role of time in biology. Section 8 describes the initial efforts to apply this general theory of living systems in many domains, with special emphasis on crossdisciplinary problems and multiple domains spanning both “hard” and “soft” sciences. The expected result is a coherent collection of integrated mathematical techniques. Section 9 discusses the first two test cases, project proposals, of our approach. They are designed to demonstrate the ability of our approach to address “wicked problems” which span across physics, chemistry, biology, societies and societal dynamics. The solutions require integrated measurable results at multiple levels known as “grand challenges” to existing methods. Finally, Section 10 adheres to an appeal for action, advocating the necessity for further long-term support of the INBIOSA program. -/- The report is concluded with preliminary non-exclusive list of challenging research themes to address, as well as required administrative actions. We describe an approach to textual inference that improves alignments at both the typed dependency level and at a deeper semantic level. We present a machine learning approach to alignment scoring, a stochastic search procedure, and a new tool that finds deeper semantic alignments, allowing rapid development of semantic features over the aligned graphs. Further, we describe a complementary semantic component based on natural logic, which shows an added gain of 3.13% accuracy on the RTE3 test set.

Recent research has determined that social performance has direct effects on the behaviors and attitudes of the organization's employees. As a child I was serious about my religion. I served as an altar boy and had serious thoughts about (...) becoming a priest.That was until the mid-1960s, when my hormones took over, my voice changed, and I converted to hedonism. I hadn't so much turned against my Catholic upbringing as I was temporarily distracted from it.It was when I went away to college that the religious questions began to resurface. Friends and classmates wanted to know what I believed in, and I really didn't know. The old form of Catholicism, with its stern, patriarchal vision of God, didn't seem to fit anymore. But the mystery remained as a palpable presence, and it seemed to require an answer. Was I an atheist? That seemed so negative. How about an agnostic? Possibly. They seemed to believe in something, even if they didn't know what it was. That seemed about right for the moment.My first encounter with Buddhism came during that freshman year at Penn State University in the fall of 1968. While attending a rather psychedelic party, a friend asked me if I knew anything about Buddhism. Replying that I didn't, I asked what Buddhism had to say for itself. My friend said that it spoke of the oneness and interrelatedness of everything. All I can say is that at that particular moment this made sense to me and started me on what would at first be a pretty casual exploration of Buddhism.But it would be in the bedridden summer of 1970, while recovering from a lifestyle-inflicted illness, that I started to reflect on my life in earnest and began to read as though Buddhism had something to say directly to me. More books by Alan Watts led to D. T. Suzuki, which in turn led to collections of sutras and finally to Phillip Kapleau and the Three Pillars of Zen. This would be my guide for the next year as I struggled to bring focus to my mind and my life.Being the poor and struggling student that I was, I could not afford the cost of a [End Page 35] retreat or sesshin training. So I struggled as well as I could with a combination of self-instruction and whatever I could learn from those who did attend these sessions.I should say at this point that while I may have had a highly developed religious sense, I never wanted to become a religious virtuoso or a renunciate. From the depths of my adolescent angst and confusion, I longed for an awakening, but I had conditions. And chief among them was that I would not be pried apart from my life as I knew it. The quietude of the monastery and hours of prayer or meditation held absolutely no appeal for me. If I were going to attain enlightenment it would have to be in Times Square (before Disney took it over). And so, through my daily stumbling efforts at zazen, I began struggling to bring about this awakening.So this is where I was spiritually when on a late summer day in 1971, a pleasant though somewhat scattered young woman approached me on the streets of downtown Philadelphia, invited me to a Buddhist meeting, and introduced me to the chanting of Nam-myoho-renge-kyo. Many of the reforms being required or recommended to ensure that for-profit companies achieve greater transparency and more effective governance are similarly being promoted for adoption by nonprofit health care organizations. The demands are coming from a variety of sources - government officials, donors, business partners, companies that provide directors and officers (D&O) liability insurance, the media, and directors themselves. To meet these demands, nonprofit health care boards and executives need to assess whether they have the right number, mix, and (...) caliber of board members, and to modify their recruitment and/or retention strategies where they don't. -/- The following discussion is another in an ongoing Inquiry series called "Dialogue," a collaboration with the Alliance for Advancing Nonprofit Health Care to provide a variety of voices on current, major issues in the nonprofit health care sector. A Cantor series expansion for a real number x with respect to a basic sequence $Q=(q_1,q_2,\dots )$, where $q_i \geq 2$, is a generalization of the base b expansion to an infinite sequence of bases. Ki and Linton in 1994 showed that for ordinary base b expansions the set of normal numbers is a $\boldsymbol {\Pi }^0_3$ -complete set, establishing the exact complexity of this set. In the case of Cantor series there are three natural notions of normality: normality, ratio (...) normality, and distribution normality. These notions are equivalent for base b expansions, but not for more general Cantor series expansions. We show that for any basic sequence the set of distribution normal numbers is $\boldsymbol {\Pi }^0_3$ -complete, and if Q is $1$ -divergent then the sets of normal and ratio normal numbers are $\boldsymbol {\Pi }^0_3$ -complete. We further show that all five non-trivial differences of these sets are $D_2(\boldsymbol {\Pi }^0_3)$ -complete if $\lim _i q_i=\infty $ and Q is $1$ -divergent. This shows that except for the trivial containment that every normal number is ratio normal, these three notions are as independent as possible. (shrink)

Following the acquittal of Dr Leonard Arthur in the case of the Down's syndrome infant the co-authors of the first paper in this symposium prepared a draft bill on the treatment of chronically disabled infants which has since been informally commended by the Director of Public Prosecutions. A second contributor, a law student, also argues for legislation as being the most effective way for society to have its standards clarified and observed. In a final paper Dr Havard, Secretary of (...) the British Medical Association, opposes legislation believing it would raise far more problems than it would resolve. In the recent UK debate on the Human Fertilisation and Embryology Bill, there have been conflicting claims about the extent of public support for, or opposition to, human–animal hybrids. Self-selecting polls tend to show opposition to hybrids. Representative-sample polling shows spontaneous opposition but can elicit conditional approval of research, combined with underlying unease. Public opinion is very finely divided, with people generally opposed to this research unless it is likely to lead to medical advances.

Aims and background: The present work assessed the impact of two decrees on ethics committees in Italy, aimed at bringing the national laws on the conduct of clinical trials into line with the rest of the EC, and regulating and facilitating not-for-profit research.Material and methods: Prospectively collected data from an Italian multicentre study were examined with respect to the ethics review process. Administrative and time elements of the review process were audited. Main outcome measures were time between the application submission (...) and the ethics committee definitive opinion, type and number of application submission forms, number of ethics committees that refused fee exemption, and time between the ethics committee approval and the administrative authorisation.Results: A total of 134 local research ethics committees were approached. Application submission procedures and application forms varied greatly; paper submission was mandatory. The median time from submission to approval was 72 days. Only two LRECs refused the fee exemption. The median time from LREC approval to administrative agreement was 50 days and only 9.6% of local authorities came to a verbal agreement with the sponsor.Conclusions: Italian LRECs are still not sufficiently efficient in complying with the Directive 2001/20/EC requirement . Better coordination of LRECs work is needed although the optimal level of coordination between them is still not known. In the meantime, national guidelines are needed concerning the application of Directive 2001/20/EC. The behaviour of Italian LRECs towards not-for-profit research was excellent although only the fee exemption was requested. (shrink)

Background. South Africa (SA) currently has a golden opportunity to legislate on human heritable genome editing (HHGE), as the country is revising its assisted reproductive technology regulations. A set of sub-regulations that deals with HHGE, which could seamlessly slot into the current regulations, has already been developed. The principles underlying the proposed set of sub-regulations are as follows: HHGE should be regulated to improve the lives of the people and should not be banned; the well-established standard of safety and efficacy (...) should be used in the regulation of HHGE; quality of life is what matters, and not preserving a ‘normal’ genome; parents’ reproductive autonomy must be respected; and equality of access to approved HHGE technology should be promoted. Objectives. To ascertain whether the proposed set of sub-regulations that deals with HHGE is aligned with public opinion in SA, and SA’s Bill of Rights. Methods. Public opinion in SA is determined with reference to a deliberative public engagement study on HHGE conducted among South Africans, and the relevant rights in the Bill of Rights are interpreted with reference to recent case law. Results. This proposed set of sub-regulations that deals with HHGE is aligned with public opinion in SA, and SA’s Bill of Rights. Conclusion. Despite the legal and ethical complexities of HHGE, the proposed set of sub-regulations provides a targeted and effective legislative approach. They fit seamlessly into the country’s existing health law framework, creating specific legal standards for HHGE that align with both public opinion and the country’s Bill of Rights. (shrink)

A common tale of moral cacophony and euphemism on the city streets:Each day, an owner of a small business decides, “once and for all,” how to respond to the “homeless person” panhandling for “spare change” as she makes her way to work in the morning. Today, she looks the other way and holds more tightly to her purse. Nearby, a building contractor waits impatiently for the traffic light to change as his van is approached by a small and shabby band (...) of “street people” demanding to clean his windshield. He turns his wipers on to signal them away. Sometimes this works. At the next light, a woman carrying an infant swaddled to her torso offers a tube of three roses for a dollar. The driver smiles pleasantly, but does not stop. The businesswoman, now close to work, buys two tubes of roses and does not wait for the change from the five-dollar bill she earnestly presses into the mother's hand. (shrink)

De Jaegher’s (2009) paper argues that Gallagher, who aims to replace traditional theory-of-mind accounts of social understanding with accounts based on direct perception (hereafter DP), has missed an important opportunity. Despite a desire to break faith with tradition, there is a danger that proponents of DP accounts will remain (at least tacitly) committed to an unchallenged, and perhaps unnoticed, sort of individualism inherent in traditional theories (i.e. those that regard our engagement with others as a ‘problem’ to be solved: a (...) problem of other minds). Taking a more root and branch approach, De Jaegher recommends a complete shift of focus. She proposes that a more thoroughgoing and fruitful response to traditional approaches must attend to, and seek to understand, interactional phenomena proper—for it is the nature of interactions themselves that importantly influence individuals. Hence, it is the processes of interacting which ‘span individuals’ and their specific, dynamic evolution over time that should take pride of place in research into social cognition. De Jaegher wants to put interactional processes – those that can ‘take on life of their own’ and ‘influence interactors’ – at the heart of enquiries into intersubjectivity. Citing other recent work she has done with Di Paolo, she bills this as ‘‘the central task of any account of intersubjectivity” (De Jaegher, 2009, p. 2; De Jaegher & Di Paolo, 2007). The trouble is that this way of putting matters can make it look as if there is just one task facing researchers in this area; that we are faced with an either/or choice. But it is clear that any fully illuminated understanding of interactional phenomena will require accounts of what individuals and their sub-personal processes/mechanisms are doing in this larger process and, presumably, how their mechanisms/tendencies of response constrain and shape local bouts of interacting, even if we assume it is the dynamics of such encounters that importantly influence and shape what comes next.. When the President’s Commission of 1983 concluded that there is an “ethical obligation” to secure universal access to a decent minimum of health care, some hoped that this standard would be achieved in the United States within a few years. Nearly 30 years later, when we began work on this issue of the Journal of Medicine and Philosophy (JMP), that standard had yet to be achieved, although the bills that would later become the Affordable Care Act (ACA) were then working (...) their way through Congress. Now, the ACA has been passed and signed into law. The provisions of that bill aim at achieving universal access to an “essential health benefits (EHBs) package". (shrink)
